Only then will you be financially secure and have a high quality lifestyle. This is a common misconception many people have, but it s only because this is the belief they were taught growing up. It has been seen that, in some cases, mothers are doing such things by knowing the consequences, but in some instances, the pregnant woman may not know the negative consequences of her drug abuse, which imposes risk to her fetus. If the reporting requirement against the women becomes mandatory, it will not ethically right action against the women in second case (Tonti-Filipini, 2011). According to the Utilitarianism, the best moral action is the one that maximizes the utility, which is related to the well-being of sentient entities. Therefore, this ethics theory depicts that, to make an action moral, it should have the best utility. However, reporting against an expectant mother, without considering her background cannot have the best utility. Historically fetus has no rights under common law, but there is a range of prosecutions, applicable to the fetuss well being. Johnstone (2016) has argued that jailing a woman for substance abuse cannot hold back the damage that have already done to the pregnant fetus. The most fatal damage usually occurs in 2-8 week of gestation, when, most of the woman are not aware of the pregnancy. In addition, a fetus is not considered as alive before 12-16 weeks, thus, human rights laws cannot be imposed upon a 2-8 weeks fetus. Therefore, to ensure the maximum utility in this context, before reporting against the accused mother, the circumstances should be considered, thus the legal step against a pregnant woman should not be mandatory. McElroy, Gopalan and Hentges (2012) claimed, Criminalizing the behavior of an expectant mother is not the solution of their substance abuse problem. Rather, the strict penalties that are applied against the woman, is likely to frighten the woman, which would reduce her adherence with the required treatment. The negative consequences of identifying the woman as a criminal may reduce her self-esteem and induce depression related symptoms, especially in case of women belonging from a low socio-economic background. Depression has a severe negative effect upon the growing fetus in the mother womb. Therefore, it can be said that, instead of punishing the woman, such moral action should be undertaken, that can make the woman understand about the negative consequences and help her to overcome the situation and think for her childs well being (Pandey Dass, 2012). According to the ethical principle beneficence, actions should be taken that will be beneficial to other person. However, if the requirement of reporting against an expectant mother becomes mandatory, at any circumstances, the pregnant woman would have to undergo legal process, which would not be a beneficiary action for the woman Longinaker Terplan (2014). Thus, the action wound not follows the ethical principle at all. Therefore, it can be said that, to follow the principle of beneficence, instead of taking legal action against the woman, government should incorporate programs for characterizing the unitary interest of a woman and the fetus, through which the unique biological relationship can be protected. This tournament began in the month of October 2008. it was conducted at Zonal level. Many teams from Thane, Ulhasnagar and Mumbai have participated. Our school has sent two teams, one under Junior and the other under Senior Category. The senior team got qualified for quarter final but could not get through for the final match. The Junior team had proved their mettle by winning the tournament. Earlier, various teams from Bhiwandi actively participated this tournament but none of them have got success. Our school team participated for the first time and the first attempt itself was successful. It?s a great honour for us. We owe this success to Mr. Sattar Tase and Late Mr. Younis Momin. They gave their valuable time to the students in order to make them expert by providing regular practice to the students. The final match was held on 27th December 2008. at the ?Central Maidan?, Thane. The match was against V.V. H.S. team from Thane. On their homeground our students displayed their talent and emerged victorious. Mr. Ratnakar Shetty, I.C.C.I Secretary, appreciated our team for their excellent performance by honouring them with the Rotating Trophy and a Cricket kit worth Rs. 40,000/- All the players performed excellent in the entire series whereas some of them made a thundering performance and contributed to the victory of the team. Definition of the Hastert Rule The Hastert Rule is an informal policy in House Republican leadership designed to limit the debate on bills that dont have support from a majority of its conference. When Republicans hold a majority in the 435-member House, they use the Hastert Rule to forbid any legislation that doesnt have support from a majority of the majority from coming up for a vote. What does that mean? It means if Republicans control the House and piece of legislation must have the support of most members of the GOP to see a vote on the floor. The Hastert Rule is much less rigid that the 80-percent rule held by the ultraconservative House Freedom Caucus. The Hastert Rule is named for former  Speaker of the House Dennis Hastert, a Republican from Illinois who served as the chambers longest-serving  speaker, from 1998 until his resignation in 2007. Hastert believed the role of a speaker was, in his words, not to expedite legislation that runs counter to the wishes of the majority of his majority. Previous Republican speakers of the House followed the same guiding principle, including former U.S. Rep. Newt Gingrich. Criticism of the Hastert Rule Critics of the Hastert Rule say its too rigid and limits debate on important national issues while issues favored by Republicans get attention. In other words, it puts the interests of a political party over the interests of people. Critics also blame the Hastert Rule for spiking House action on any legislation passed in a bipartisan fashion in the U.S. Senate. The Hastert Rule was blamed, for example,  for holding up House votes on the farm bill and immigration reform in 2013. Hastert himself attempted to distance himself from the rule during the government shutdown of 2013, when Republican House Speaker John Boehner refused to allow a vote on a measure funding federal government operations under the belief that a conservative bloc of the GOP conference was opposed to it. Nonetheless, Hastert is on the record saying the following during his tenure as speaker: On occasion, a particular issue might excite a majority made up mostly of the minority. Campaign finance is a particularly good example of this phenomenon. The job of speaker is not to expedite legislation that runs counter to the wishes of the majority of his majority. Norman Ornstein of the American Enterprise Institute has called the Hastert Rule detrimental in that it puts party ahead of the House as a whole, and therefore the will of the people. As House speakers, he said in 2004,  You are the party leader, but you are ratified by the whole House. You are a constitutional officer. Support for the Hastert Rule Conservative advocacy groups including the Conservative Action Project have argued that the Hastert Rule should be made written policy by the House Republican Conference so the party can remain in good standing with the people who elected them to office. Not only will this rule prevent bad policy being passed against the wishes of the Republican majority, it will strengthen the hand of our leadership in negotiations – knowing that legislation cannot pass the House without significant Republican support, wrote  former Attorney General Edwin Meese and a group of like-minded, prominent conservatives. Such concerns, however, are merely partisan and the Hastert Rule remains an unwritten principle guiding Republican House speakers.
